Turkey: unauthorised online gambling and foreign-site claims

A foreign website is not a Turkish permission
Turkey’s Milli Piyango İdaresi explains enforcement against gambling and games of chance offered without the authority required by Turkish law. Its guidance includes providing access from Turkey to unauthorised games operated abroad, payment facilitation and promotion.
The authority also describes action to have illegal websites blocked and to refer identified activity to prosecutors. A foreign operator’s licence claim therefore does not establish permission for that service in Turkey.
This should not be shortened to “all gambling is banned.” The official framework includes authorised activities with defined permissions. The question for an online casino is whether the specific service has the required authority, not whether another type of betting or lottery exists legally.

A change of domain does not itself answer a licensing question. Slotron does not publish instructions for bypassing a block or using another country’s address.
Keep the operator’s wording
A casino may exclude people resident in Turkey, people physically located there, or both. That distinction can matter to a visitor as well as a resident. When the terms name Turkey, the directory records the restriction and cites the source.
If a country is absent from a prohibited list, we leave acceptance unknown. A support article that appears to contradict the terms is retained as a conflicting claim, rather than silently replacing the legal text with the more favourable message.

The source below explains the authority’s general enforcement framework. It does not establish that a particular casino, customer or transaction has been investigated. This description does not calculate penalties or advise on an individual case.
Casino policies, legal eligibility and technical reachability are separate records. A site may be reachable while its terms prohibit use, and a payment method may be technically available without authorising gambling. Read the country evidence with those limits in mind; catalog inclusion is not a recommendation to use the service from Turkey.
