Philippines: domestic online gaming and the offshore ban

PAGCOR’s domestic verification resources and the cancellation of offshore licences describe different parts of the Philippine gambling framework.

Sources reviewed

Three checks: official permission, the legal company and the exact website.
Check the permission separately from the casino’s country support claim.

Separate domestic gaming from offshore operations

PAGCOR’s public notice says all Internet Gaming Licensees and Authorised Providers under its offshore framework were cancelled effective 15 December 2024, following Executive Order 74. It warns that a company claiming to hold a valid PAGCOR offshore gaming licence is unauthorised.

That notice should be read alongside PAGCOR’s domestic online-gaming verification resources. The cancellation of the offshore framework does not mean that every domestic regulated online platform has the same status.

Use PAGCOR’s own verification route

In June 2025, PAGCOR launched its Guarantee website as a public reference for licensed internet gaming platforms under its oversight. The official announcement links to the verification site and encourages checking a platform before making payments.

Claim on a casino site What to verify
PAGCOR domestic permission The exact platform in PAGCOR’s current resource
PAGCOR offshore licence The cancellation notice and framework involved
Certificate image Its issuer, current status and matching domain
Philippines accepted The operator’s policy, separate from licensing

Follow the link from PAGCOR’s official page. A copied logo or an old certificate can be displayed without establishing the current status of a website. A similarly named brand may also use a different domain.

Country support has limits

An international casino may name the Philippines as supported while holding a licence from another jurisdiction. That statement describes its customer policy. It does not demonstrate inclusion in PAGCOR’s domestic regulated system.

The operator’s general terms may add residence, location or local-law conditions. Slotron keeps those qualifications in the public evidence. Provider-specific games and payment routes require separate checks, even when the operator makes a broad country statement.

What we record

An Accepted label requires an explicit support source. Restricted records an express operator exclusion. Silence or contradictory documentation leaves the claim unresolved. These are dated observations, not live results from registration, wagering or withdrawals.

The official sources below support the distinction between domestic verification and the former offshore framework. They do not certify every casino appearing in this directory. For a licensing claim, match the current platform and the permission it actually holds before drawing any conclusion from a Philippine flag or a familiar regulator logo.

Each observation has a scope, review date and source where available. Operator statements, corroboration, conflicts, stale information and unknowns are labeled separately. A checked source is not a guarantee that a claim is true.

Country policy is separate from website reachability. Game categories do not confirm an original game's availability, and blockchain transfers alone do not prove casino ownership or winnings.

Published profiles may contain unresolved facts; read their scope and check the current terms before making a decision.
