Estonia: gambling licences, age limits and player controls

For online gambling in Estonia, check the local operator record and the exact website domain. A casino’s willingness to register a player is a separate question from its permission to offer gambling in Estonia.

Start with Estonia's licensing system

Estonia regulates online gambling through the Estonian Tax and Customs Board, also known as EMTA. Its guidance distinguishes an activity licence from an operating permit. For the casino activity discussed here, an operator needs the relevant authorisations before offering gambling. A licence from another European Economic Area country does not automatically authorise gambling in Estonia. Licensing guidance

That makes the local record worth checking even when a website displays a foreign licence or describes itself as internationally regulated. The licence claim, legal entity and website should be considered together.

Check the operator and the exact domain

EMTA publishes a list of legal gambling operators with website addresses and separate sections for different kinds of gambling. Use the section that matches the service you are checking. A company name, a brand and a domain are not interchangeable identifiers. Official operator list

For example, a familiar brand name does not establish that a similarly named website belongs to the listed operator. Compare the address character by character, including the domain ending. If a name or address does not match the register, treat the status as unresolved rather than filling the gap from a logo or advertisement.

Type of gambling The applicable section and permit information
Player conditions The operator’s current terms and local requirements

This guide does not give a blanket approval to the casino profiles listed above. Their country-policy evidence answers a narrower question.

Age limits depend on the activity

Under section 34 of the Gambling Act, people under 21 may not play games of chance, including online games of chance, or remote games of skill. Toto, which includes sports betting, and lotteries have an 18-year minimum in the reviewed 2026 text. A generic 18+ label should therefore not be read as the age threshold for every gambling product in Estonia. Gambling Act

The same Act requires game rules to identify the operator and explain participation, payouts and complaint handling. The reviewed definition of a bet expressly includes crypto-assets. Paying with BTC does not put an activity outside the framework simply because the payment is digital.

What the Slotron country filter means

The directory on this page groups sourced statements about whether operators accept or restrict players associated with Estonia. It can also show missing or unverified policy information. These statements come from the relevant casino evidence; they are not a substitute for checking local authorisation.

Country policy also does not prove that a website loads from Estonia, that registration will succeed, or that an account meets every eligibility condition. Payment support is recorded separately. A BTC route listed for a casino should not be assumed to be available to every resident or visitor.

Open a profile to read its review date, source and exceptions. Conflicting or incomplete evidence should stay visible as such. Our approach page explains those boundaries.

Self-exclusion and taking a break

EMTA offers voluntary gambling restrictions covering games of chance, toto and classical lotteries. Its guidance excludes instant scratch-ticket lotteries from this system. When registering, a person selects a period from 6 to 36 months before they can request removal. The restriction does not simply expire when that period ends: removal requires a separate application. Self-exclusion guidance

The official guidance explains the application routes, including e-MTA. Slotron cannot register or remove a restriction for you. Our Responsible play page links to support resources and explains the break controls in our free demos.

This page summarises the sources reviewed on the date shown above. For a decision about a particular operator or your own circumstances, check the current official record and applicable rules; this general guide is not individual legal advice.

Voluntary self-exclusion, covered types of gambling and the separate removal application after the chosen 6–36-month minimum period. Reviewed guidance does not establish an individual’s registration status.

Each observation has a scope, review date and source where available. Operator statements, corroboration, conflicts, stale information and unknowns are labeled separately. A checked source is not a guarantee that a claim is true.

Country policy is separate from website reachability. Game categories do not confirm an original game's availability, and blockchain transfers alone do not prove casino ownership or winnings.

Published profiles may contain unresolved facts; read their scope and check the current terms before making a decision.
