Canada: province-specific online casino rules
Why Ontario’s regulated market cannot be treated as a nationwide permission, and how provincial exclusions affect casino country claims.

The province is part of the answer
Canada cannot be reduced to one online casino permission covering every player and operator. Section 207 of the Criminal Code provides the framework for provincial governments to conduct and manage lottery schemes, subject to its conditions. A provincial authorisation must be read within that scope.
Ontario has a regulated online market with an official directory maintained by iGaming Ontario. Its directory identifies sites offered by contracted operators and separately explains the position of OLG.ca. It states that players must be 19 or older and physically located in Ontario to play on the listed services.
Those are Ontario conditions. They should not be copied into a guide for every other province as if Canada had one uniform age or operator list.
Read the record beyond the brand name
In Ontario’s framework, iGaming Ontario explains that an operator has AGCO registration and, except for OLG, an operating agreement with iGaming Ontario. The directory is the practical place to match a website with that framework.
| Claim | Geographic limit |
|---|---|
| Listed in the iGaming Ontario directory | Ontario, under the listed conditions |
| Accepted by an offshore casino | The operator’s stated policy, not provincial permission |
| Canada accepted except named provinces | A conditional claim requiring those exclusions |
| Canada omitted from a blacklist | Availability remains unknown |
A casino’s international domain can have different terms from its Ontario site. A shared parent company does not make the domains interchangeable.
Provincial exceptions must stay visible
An operator may exclude Ontario, New Brunswick or another province while using “Canada” in its marketing. If two official documents disagree about the exceptions, a blanket Accepted label would conceal useful information. Slotron retains both sources and records the national policy as unresolved where the model cannot express the qualified claim accurately.
Residence and physical location are also different conditions. A policy about residents does not necessarily answer whether a visitor can play while travelling.
What this page can establish
This overview explains the federal and Ontario source material. It is not a licence assessment for every province, nor a confirmation of any casino’s right to serve all of Canada. Check the authority responsible for the relevant province and the exact website.
The casino evidence below concerns operator statements. Payment support, game availability and successful withdrawals each require separate evidence; none follows automatically from a Canadian country entry.
