Finland: gambling during the licensing transition

Finland is preparing to open part of its gambling market. Licence applications and permission to start operating have different dates, so a 2026 announcement needs careful reading.

Sources reviewed

Timeline separating licence applications in 2026 from the market opening on 1 July 2027.
Applications are already possible; the new licences cannot take effect before 1 July 2027.

What applies in mainland Finland now

Veikkaus retains the exclusive right to organise gambling in mainland Finland until the end of June 2027. The National Police Board currently supervises the system. Its gambling overview distinguishes this existing framework from the new licensing system.

The scope here is mainland Finland. Do not extend this account to Åland without checking the rules that apply there. A Finnish-language website, a euro balance or an operator's willingness to register an account does not establish permission to provide gambling locally.

Applications are open; the market opens later

Operators have been able to apply for licences since 1 March 2026. The first licences cannot enter into force before 1 July 2027, and licensed operations may begin only once the licence is effective. Supervision transfers from the National Police Board to the Finnish Supervisory Agency in July 2027.

Date What changes
1 March 2026 Applications under the new system can be submitted.
Through June 2027 The current mainland monopoly remains in place.
1 July 2027 The new licensed market is scheduled to open.

A statement that a company has applied tells you about an application. To assess a later launch, check the decision, effective date, named operator and permitted products. Older proposals used different dates; use the regulator's current timetable.

Age checks and player controls

The Finnish Government says the gambling age remains 18. Its announcement of the new framework describes mandatory identification, a central self-exclusion system and company-specific transfer limits under the new act. Those future arrangements should not be presented as services already operating across the new market in 2026.

For support now, Peluuri offers free, confidential help with gambling problems, including support for people affected by someone else's gambling. English assistance is available where possible. The service's own page has its current contact options and opening hours.

Reading the casino policies on Slotron

The listings above record what an operator states about accepting or restricting players. Follow each profile's source and check whether it refers to residence, physical location or particular products. The review date tells you when that evidence was checked.

A country policy is separate from a Finnish authorisation and from whether the website loads on your connection. Payment support is also recorded separately: an available coin or network does not establish that a route is offered to Finnish customers. If a source leaves these points unresolved, the profile should leave them unresolved too.

Our editorial approach explains these evidence labels. Send a conflicting or outdated statement through Contacts with the exact page and the relevant source.

Sources & scope

  1. National Police Board: gambling and reform ↗

Current mainland monopoly, applications from March 2026, effective licences and supervisory transition in July 2027; not individual operator authorisation.

  2. Finnish Government: gambling reform ↗

Adopted reform, continuing age limit of 18 and player controls under the new framework; future controls are distinguished from current services.

  3. Peluuri: help with gambling problems ↗

Free confidential support; English where possible. The source maintains contact details and hours.

Each observation has a scope, review date and source where available. Operator statements, corroboration, conflicts, stale information and unknowns are labeled separately. A checked source is not a guarantee that a claim is true.

Country policy is separate from website reachability. Game categories do not confirm an original game's availability, and blockchain transfers alone do not prove casino ownership or winnings.

Published profiles may contain unresolved facts; read their scope and check the current terms before making a decision.
